Korea Duty Free vs Department Store Tax Refund

Duty-free prices already exclude VAT and individual consumption tax; department stores charge tax-inclusive prices and refund the tax before you leave (from ₩15,000). Downtown duty-free goods are collected only at the departure pickup counter. Plus Korea's official allowance and purchase-limit rules.

What does "duty free" actually mean in Korea?

Duty-free shop prices already exclude value-added tax (VAT) and individual consumption tax, so no tax is added at checkout. According to the Korea Tourism Organization (VISITKOREA), duty-free shops are located downtown and in airports and are mostly run by large groups such as Lotte, Shilla and Shinsegae. Goods bought at a downtown duty-free shop are not handed over in the store; you collect them at a pickup counter when you depart.

What is a tax refund at a department store?

At a department store you pay the tax-inclusive price, then get the tax you paid refunded before you leave Korea. You qualify if a purchase is ₩15,000 or more, the goods are new and unused, you depart within three months of purchase, and you are a non-Korean citizen staying less than six months (separate conditions apply to overseas Koreans). Show your passport at checkout, ask for a tax refund, and keep the refund receipt.

What are the limits for immediate, downtown and airport tax refunds?

Immediate refund: each payment must be at least ₩15,000 and under ₩1,000,000, with no more than ₩5,000,000 for the whole trip. Downtown refund booths handle receipts of up to ₩6,000,000 each and only for their own company; airport and port terminal counters have no purchase-amount limit and accept all refund companies.

Airport / portNo purchase-amount limitRefund counter or kiosk

Is a duty-free shop or a department store cheaper?

No official source compares the two, so it depends on the actual price of the same item. What the rules establish is only this: duty-free prices exclude VAT and individual consumption tax, while department stores charge the tax-inclusive price and refund the tax paid, with refund amount and timing varying by card issuer. To compare, check the final amount you would pay for the same item in both places.

Where do you collect goods bought at a downtown duty-free shop?

At the pickup area in the departure zone of your airport or port, on your departure day, with your passport and flight ticket. Shilla Duty Free's official guide states that goods can only be collected in bonded departure areas when leaving, never on arrival, and advises collecting them 1–2 hours before departure and checking the quantity and item names before signing.

  • Shilla lists pickup points at Incheon Airport (East and West delivery points, boarding area, T2), Gimpo, Jeju, Gimhae, Daegu and Cheongju airports, Busan Port and Incheon Port International Passenger Terminal
  • Uncollected goods are sent back to the store and kept for 10 days, after which the sale is cancelled under customs rules
  • Departure details (date, flight) must be changed at least 3 days before departure

What should you bring to a downtown duty-free shop?

Your passport and an e-ticket showing your departure details. Shilla Duty Free lists these two as the first step of preparing to shop; for its online store you must register under the traveler's own name and print the pickup voucher.

Is there a spending limit at Korean duty-free shops?

The US$5,000 duty-free purchase limit for Korean nationals was abolished in March 2022, but arrival allowances still apply. Under current Korea Customs Service rules, travelers entering Korea get a US$800 personal-effects allowance plus liquor (up to 2L and US$400 in total), 200 filter cigarettes and 100ml of perfume; anything above must be declared and taxed, with duty reduced 30% if you self-declare and a penalty of 40% of the tax if caught undeclared. Foreign visitors are subject to their own country's customs rules when they arrive home.

  • When leaving Korea, cash in foreign currency or Korean won worth more than US$10,000 must be declared to customs
  • Travelers under 19 get no liquor or tobacco allowance

No official statement from Korea Customs or a duty-free operator was found on "cash-back / gift-certificate rebate" schemes, so they are not covered here.
