Korea Tax Refund Guide

How Korea's immediate and general shopping tax refunds differ: eligibility, KRW limits, refund slips, checked bags, and airport export confirmation.

Did the shop take the tax off at checkout, or do you still have a step before departure? Sort out these two cases first, then plan your shopping and luggage. The Korea Tourism Organization (KTO) divides tourist shopping tax refunds into the immediate tax refund and the general tax refund: with the first, participating shops deduct the tax at checkout; with the second, you pay the tax-inclusive price and then claim with a refund slip. From the cashier to the airport, follow the refund documents you actually receive.

Check eligibility first, then ask the cashier which process applies

KTO lists foreign tourists staying in Korea for a short period as eligible for shopping tax refunds; its general conditions also include being a non-resident of Korea and not earning income in Korea. If you live in Korea long term or work there, a foreign passport alone does not make you eligible. You must take purchased goods out of Korea within three months of the purchase date, unopened and unused. If you plan to use skincare during the trip, do not also count it as an unused item you will take out for a refund.

Before paying, ask a specific question: "Can I get an immediate tax refund on this? If not, can you issue a refund slip?" Have the staff confirm the method, then check what you actually paid and the documents you got. Keep each refund slip with its receipt and note the shop name, so you do not have to piece them together at the airport.

The amount conditions follow KTO's comprehensive guide. Note that "under one million" and "total up to five million" are different kinds of limit; exactly KRW 1,000,000 does not count as "under one million". Ask the staff at checkout how they handle the receipt.

At the store: what you receive decides what comes next

For a general refund, you need refund documents from the shop at the time of purchase. Incheon Airport's official guidance stresses asking for the receipt and refund documents when shopping and keeping them until departure; if you do not request the refund document, or it is incomplete, that affects the refund. Check that you have everything before you leave the cashier, rather than calling every piece of paper a "receipt" and packing it away.

A simple two-bag method helps: use one bag for proof of purchases where the shop already deducted the tax, and another for refund slips you still need to process at the airport. Put immediately deducted transactions in the "done" group. KTO's two routes are deduction at checkout and paying the tax-inclusive price then claiming; plan your route by the documents you actually receive.

Before going to Incheon Airport: decide where the refund goods go

Keep goods that customs may inspect within reach until check-in. Incheon Airport explains carry-on and checked refund goods separately: if you check them in, first tell the airline staff that the bag contains tax refund goods, follow their instructions for the bag tag and the subsequent refund and inspection steps, then hand the bag over. If the kiosk shows that customs needs to inspect, present the passport, purchase proof and the unopened, unused goods.

Before you leave, check the goods item by item against the refund slips and keep them easy to reach, so you can show them right away if customs selects you for inspection. How you split carry-on and checked bags must also follow aviation security and airline rules.

At the airport: export confirmation first, then the refund

Korea Customs Service explains that at airports with kiosks, you enter your passport and sales confirmation details; if the kiosk selects you for inspection, go to the customs inspection desk. Where there is no kiosk, you confirm through the customs inspection process. Receiving the refund and export confirmation are two separate steps; scanning once at a machine does not mean you have received the refund.

According to KTO's page (checked 2026-10-31), the Incheon T1 tax refund counter is on the 3rd floor near Gate 28, staffed 07:00–22:00, kiosks 24 hours; kiosks offer KRW, Alipay and WeChat Pay. On-site information prevails.

If you already received a general refund downtown, you still need departure confirmation. KTO's downtown refund route still lists showing the goods, refund slip and passport to customs on departure. Put these documents on the pre-departure checklist too, rather than in the "money received, finished" group.

FAQ

1. I did not show my passport at payment and only got a normal receipt. Can I claim the refund at the airport?

Incheon Airport requires requesting the refund document when shopping and warns that missing documents affect the refund. First confirm with the shop which documents it actually issued.

2. I opened and tried skincare at the hotel. Can I still get a refund on it as unused?

Do not prepare it as an unopened, unused item. Customs requires unopened, unused purchased goods for export confirmation. Decide when you buy whether you will use an item during the trip or take it out as is.

3. If my purchase exceeds the immediate refund limit per transaction, can I get no refund at all?

Immediate and general refunds have different conditions. Ask the tax refund shop about a general refund slip and the next steps.

4. What three things should I check first at the airport?

Make sure the passport, purchase documents such as refund slips, and the goods for inspection are all at hand, then follow the kiosk and staff instructions. For other shopping questions see the Seoul shopping FAQ, but departure procedures follow customs and airport requirements on site.

FAQ

5. Can I claim the refund by mobile or mailbox?

KTO lists mobile and mailbox refund methods: after customs export confirmation, you apply through the refund operator's mobile site or app; for the mailbox, you must fill in your buyer details and refund method on the refund slip. Follow the operator's and departure port's instructions.
